The project is implemented in Palestine. The main target groups are 1450 young Palestinians and 600 community members and representatives of community based organisations (CBOs), both in the West Bank and the Gaza Strip. Through capacity building, awareness raising sessions, formation of youth committees, debates, dialogue and encounters, campings and social media production the project aims to enhance the participation of young people in the decision making processes at local councils, municipalities and counties in 10 locations in the West Bank and Gaza Strip in order to improve their socio-economic and political situation.
The project is a cooperation between Pyalara and The Palme Center.
Pyalara is a grass-roots organisation with the main office in Jaba village, nearby East Jerusalem, the branch office in Gaza and the administrative office in East Jerusalem. The organisation started as a media platform in order to give an opportunity to the youth to express their views and have their voice heard by Palestinian officials and decision makers. In 13 years Pyalara has developed three programs covering the whole Palestine: The Empowerment and Capacity Building programme, the Civic Participation and Young Palestinians Right programme and the Communication and Advocacy programme, trying to meet the needs of young Palestinians between the ages 13-25 years.
Young Palestinians, both males and females, participate in the decision making processes at local councils, municipalities and counties in 10 locations in the West Bank and the Gaza Strip and improve their socio-economic and political situation.

The results of the project on outcome level are the following:
The project has laid a major stone towards enhancing young Palestinian participation in the decision- making process through implementation of the national advocacy campaign. The campaign aims at reducing the candidacy age for local council election from 25 to 18-20 and to secure a quota for young Palestinian political participation. This would constitute a turning point for young Palestinians and for the Palestinian political system as a whole.
The project has managed to change decision makers’ attitude towards young Palestinian’s political participation. This was realized through Pyalara´s meetings with Palestinian Legislative Council´s members, Palestinian Liberation Organisations´ members, heads of local councils, etc. Majority of the decision makers whom the project team and the target group met expressed their support to the campaign.
Two supportive networks to the campaign were established: one in the West Bank and another in Gaza. The networks gathered 50 media organization, CBOs and NGOs and with around 8 municipalities and local councils.

Young Palestinians are able to lobby and advocate for their issues because of capacity building for 139 youth committee members conducted by Pyalara and raising awareness of around 100 representatives of 50 organizations and around 270 community members.
The successful implementation of Pyalara's intervention or giving opportunities to the marginalisded to be part of the decision-making process leads to the fulfilment of the Palme Center´s Palestine program objectives.
